Description
Create an account, buy ram, stake for bandwidth for the account
Positional Arguments
creatorTEXT - The name of the account creating the new accountnameTEXT - The name of the new accountOwnerKeyTEXT - The owner public key for the new accountActiveKeyTEXT - The active public key for the new account
